Joseph Kwok, RSW, Ph.D., BBS, JP is a professor in City University of Hong Kong. He has extensive and long term involvement in disability work. He is RI National Secretary for Hong Kong, and Vice Chairman of RI Regional Committee for Asia and the Pacific. He is the Chairman of the Rehabilitation Advisory Committee, which is a high level governmental committee comprising representatives from major government policy bureaus and departments.

He studied theology and psychotherapy at the universities of Utrecht and Amsterdam, P.H.D. He was working as a hospital councillor and in a project around young people with social problems.
