He is an activist since almost 30 years. Acting as volunteer, board member or director in several services and disability rights organizations, Boards of the Office des personnes handicapées du Québec and of the Régie de l’Assurance Maladie du Québec. He was a member of the Quebec Consultative Committee on Struggle against Poverty and Social Exclusion. |
He has a Master degree Specialized Education, in Rehabilitation, Sherbrooke University following Studies in Political Sciences and in Law, Montreal University. For his professional and advocacy engagement, Richard Lavigne is recognized as an effective leader in the Disability Rights Movement for people with functional limitations and their families.
More recently, since the last two years, he was the coordinator for all the associative movement activities for the modernization process of the Quebec cross-disability governemental Policy “On Equal Terms” for people with functional limitations and their families.
Since 2003, he is leading the Union Francophone des Aveugles, of which he was a founder in 2001.
